The letter is an adjunct to the previous letter [IOR/R/15/1/1, ff 147v-148] in response to a letter received from the Basra Agency. It explains the decision to pay for an express boat to deliver a packet to Bombay, claiming that it was George Skipp, in Shiraz, who deemed it necessary.
