Extract of Bengal Political Consultations. Rossetti reports that, in 1793, Baldwin had negotiated a treaty with Ibrahim and Murat Bey which was to be concluded in India. Captain Willis, charged with the execution of the treaty, died and the treaty remains in suspense.
