The letters constitute reports from Smith on all aspects of his regiment's affairs, including the provision of new barracks and relations with local authorities. In some cases copies have also been made of other letters and documents enclosed with Smith's letter. Most letters are numbered

It is unclear what language the letters are written in. It is not Persian or any of the South East Asian languages. It might possibly be either a very idiosyncratic shorthand or possibly a cypher.
