Dated at Fort William, reporting upon the war against Mir Kasim and offering recommendations on the constitution and operating practices of the Governor, Council and Select Committee. Marked 'No 1', it is the first of the documents sent to Clive by Vansittart with his letter of 14 Oct 1763.
