- The Private Office papers are the residue of correspondence of various Secretaries of State for India and relate specifically to areas where the Secretary of State acted personally. Channels of communication between the Secretary of State and the Viceroy. The practice of private correspondence goes back to the days of the East India Company when the Governor-General had a regular exchange of private letters with the Chairman of the Court of Directors, and after the establishment of the Board of Control with its President as well. The same procedure, more or less, continued under the Crown and it became the custom for the Secretary of State and the Viceroy, on leaving office, to take away with them copies of the great bulk of their private correspondence, including private telegrams and secret cypher telegrams known as "U" telegrams. This practice originated at a time when private correspondence was of a more personal and restricted nature than it became in later years. By 1920, apart from the formal despatches, there were two kinds of letters that passed between the Secretary of State and the Viceroy. Official Letters and telegrams were those confined to official business and were comparable to the Governor-General's official telegrams. Then there were the Private and Personal Letters in which the Secretary of State and Viceroy corresponded regularly on a private basis. Normally the correspondence supplemented the official communications. Private correspondence took the shape of regular weekly letters and frequent telegrams. It then rested with the Viceroy to decide how much of this private correspondence to disclose and then to get his Private Secretary to circulate extracts from the letters to various departments for information and record. The contents of this correspondence varied with different regimes, but its main use was to give general expression to the way in which minds were working on current problems and to provide a channel by which not urgent matters of the class dealt with by private and personal telegrams could be disposed of. It was also of some significance in developing the personal relations between the Secretary of State and the Viceroy and it enabled the Viceroy constantly to keep the Secretary of State informed on how matters stood in the Executive Council. Usually the Governor-General acted as the spokesman of his Council, but it can also be seen that at times it was possible for him to influence the Secretary of State in favour of his own view. The letters at the India Office were seen by the Private Secretaries and the Permanent Under Secretary. They were the property of the recipient and author and the Secretary of State had them bound and took them away when he relinquished office. Office copies were retained in the India Office by the successive Private Secretaries to the various Secretaries of State, and these records, together with related minuting and correspondence, form the nucleus of the Private Office Papers. From 1931, when major constitutional changes began to be discussed, private correspondence was expanded enormously and came to cover a wide sphere of important matters of policy. For example, it will be seen among these papers that during Lord Linlithgow's Viceroyalty (1936-1943) the private channel came to be used for matters which were the subject of strictly personal consultation between the two participants but which ought to have been dealt with through official communications. Such blurring of the border lines was perhaps inevitable, but it was essential that the Viceroy and the Secretary of State should correspond with entire freedom by private correspondence in regard to private matters of policy without being committed to placing what they said on permanent record, or making it available to their successors in office, who might be their political opponents. The case of correspondence between the Viceroy and Provincial Governors was different because of the degree of official subordination of the latter to the former. Lord Linlithgow took the view that his correspondence with the Governors should all be of a private character, whereas the Secretary of State, Lord Zetland (1935-1940) protested that this correspondence was official and should not be marked "private" though there was a case for recording such correspondence separately. In 1937 Lord Linlithgow felt that he would not regard himself entitled to remove any correspondence marked "confidential" or "secret" when leaving office, and that it should remain on permanent and confidential record in the office of the Secretary to the Governor General. Leo Amery, Secretary of State 1940-1945, wished to confine the private correspondence between himself and the Viceroy to "personal", and sometimes ephemeral, comment on matters of current official concern. He felt that this would reduce the risks of private correspondence being taken away by the Secretary of State or the Viceroy. The trend from 1927 onwards was for Secretaries of State to take away correspondence of a secret or highly sensitive nature, and as a general rule such correspondence is not now to be found among the Private Office Papers. Furthermore, the Act of 1935 led to a fusing of official and private correspondence, to disentangle which a new category of "personal" correspondence, was evolved; but it proved difficult to keep this new correspondence within proper limits and thus the refinement failed in its purpose. By 1944, in Lord Wavell's Viceroyalty (1943-1947), it had been agreed that the Viceroy and Governors should be permitted, on the same basis as the Secretaries of State, to take away all correspondence of a genuinely personal character, provided the security of such correspondence was ensured and that copies of all letters and papers obviously needed for future reference were left on record. The latter kind of material can be found among the selection of files belonging to the Private Secretaries of the Viceroys, now classified as R/3/1 Viceroy's Private Office Files. Administrative control by the Secretary of State for India Administrative control was exercised by the Secretary of State in several ways. In respect of administration in general, it was not found possible to frame a set of comprehensive rules which, without unduly restricting the liberty of action of the Government of India, would yet enable the Secretary of State to discharge his responsibility to Parliament. The Government of India was, in general, left to decide what ought to be referred to the Secretary of State. The Private Office papers reveal that the Secretary of State himself would ask for information; sometimes references were made to secure the backing of the India Office in respect of a particular action, and at other times in order to enable the Secretary of State to answer questions or criticisms in Parliament. The degree of insistence upon information varied with the personalities of the various Secretaries of State and Viceroys and also with the interest exhibited by Parliament. This demand for information was a means of indirect control over the Government of India. The right to direct policy lay with the Secretary of State and, in the words of the Statutory Commission's Report, "the demand for information is almost indistinguishable from superintendence or control". A scrutiny of the minuting and noting by officials of the India Office shows that the degree of control exercised by the India Office, directly or indirectly, openly or insidiously, was quite considerable. However, the fact that the Viceroy was the man on the spot gave him decided advantages in respect of internal politics and prevailing conditions. His views, if forcibly put, in some cases tended to prevail with the India Office, no matter what the personal inclination or political affiliation of the Secretary of State.
