Lord Palmerston: Notes summarising his view of the proper spheres of action under the constitution of the two Houses of Parliament, based on his reading of an annual work by John Hatsell, formerly Clerk of the House of Commons; the work is probably the latter's Precedents of Proceedings in the House of Commons (1781). The notes bear a watermark date of 1859 and probably date from the House of Lords' rejection of Gladstone's budget of 1860, and the subsequent crisis; [1860-1861?].
