RATIFICATION BY QUEEN VICTORIA of the Supplementary Convention (signed in Mexico, 27 Oct. 1866) to implement Articles V and VI of the Convention of 26 June 1866 between Great Britain and Maximilian I, Emperor of Mexico, for the investigation and settlement of the claims of British subjects against the Mexican Government. Signed by Queen Victoria, 4 Jan. 1867. Second Great Seal (slightly damaged). The English and Spanish versions of the Convention (the text of which is incorporated in the document) are given in parallel columns. This instrument never became operative owing to the fall of Maximilian before the exchange of ratifications was completed, and the subsequent refusal of President Benito Juàrez to recognise the validity of Maximilian's acts. Vellum (ff. i + 7). Large quarto. Bound in crimson velvet covers lined with royal blue silk, with the seal in a silver case (embossed with the royal arms encircled by a wreath) attached by a silk thread and tassel. Presented by the Secretary of State for Foreign Affairs.
