OPINIONS of foreign physicians and theologians to the effect that Tobacco cannot be regarded as a victual, given in answer to a question submitted to them on behalf of the English Government; 1635. Latin. The case arose on the capture by a Dunkirk man-of-war of a ship laden with tobacco from Amsterdam, which was adjudged lawful prize at Dunkirk, and, on appeal, at Brussels, on the ground that the cargo came under the head of victuals (see Cal. of State Papers, Domestic, 1635-36, p. 208).
