FIFTEEN LETTERS OF JOHN STUART MILL to Thomas Hare, political reformer, relating to the latter's system for the representation of minorities in Parliament; 3 March 1859-26 Jan. 1863. Hare's system, commended by Mill in an article in Fraser's Magazine, April 1859, pp. 500-508 (reprinted as a supplement to the second edition of Mill's Thoughts on Parliamentary Reform, 1859, pp. 41-58) was first published in Hare's Machinery of Representation, 1857. Three of the letters are printed (from Mill's drafts) by H. S. R. Elliot, The Letters of John Stuart Mill, i, 1910, pp. 215, 219, 220. See also Brit. Mus. Quart., ix, 1934-1935, pp. 40-42. Also included are three other letters addressed to Hare, on the same subject, two from Henry George Grey, 3rd Earl Grey, 24 Apr., 18 May 1860 (ff. 30, 36) and one from Thomas Hughes, author and M.P., 7 Jan. 1867 (f. 43).
