41192. LETTERS AND PAPERS largely relating to the campaigns of the First French Republic, 14 Pluviose, an 4 [3 Feb. 1796]-16 Apr. 1804; mainly in French. The names of the writers are given in the Index. Among the contents are:-
1. Papers of British naval commanders in the Mediterranean, viz.:-
(a) Autograph letters of, and commissions signed by, Admiral Sir John Jervis, Earl of St. Vincent (1797); 20 Apr. 1796-22 July 1798. Jervis's letter of 30 Dec. 1796 (f. 5) speaks disparagingly of Sir Hyde Parker and Rear-Admiral Mann, the latter of whom had recently failed to rejoin the Mediterranean fleet. ff. 1-8;-(b) Letters of [Vice-Admiral] William Waldegrave [Baron Radstock 1800]; 9, 16 Feb. 1796. ff. 9, 10.
2. Three letters from P[hilippa Elizabeth Dorothy, wife of Richard Malone, Baron] Sunderlin to her sister-in-law, Elizabeth, wife. of John Rooper, of Berkhampstead Castle, co. Hertf., describing the progress of the Irish rebellion; 29 May-3 Nov. 1798. On f. 15 is the statement: "had the french landed any Body of Troops, the affair could not have been disputed, since it has required our utmost Efforts to preserve our8elves without them." The last letter adversely criticizes Lord Cornwallis's leniency after the suppression of the rebellion. ff. 12-17.

Despatch from the French Directoire-Excécutif, signed by [Étienne François Louis Honoré] Le Tourneur, President, and [Lazare Nicolas Marguerite] Carnot, on behalf of the Secretary, to General [Barthélemi Louis Joseph] Schérer, Commander-in-chief of the Army of Italy, modifying the plan of campaign addressed to him on 2 Pluviose and ordering him to take the offensive immediately; Paris, 14 Pluviose, an 4 [3 Feb. 1796]. The despatch is described, from the copy in the Register of the Proceedings of the Directory (Arch. nat., AF 111, 344, dossier 1554), in Recueil des Actes du Directoire (Coll. des Does. inédits sur l'Hist. de France), 1910, i, p. 539 (cf. also pp. 462-465). Letters to [Antoine Christophe] Saliceti, Commissioner with the French Army of Italy, from:-(a) His colleague François Joseph Ritter, respecting a mutiny at Ormea due to shortage of rations; Nice, 14 Ventose, an 4 [5 Mar. 1796]. Fr. Signed. f. 21;-(b) The Directory, congratulating him on his share in the victory over the Austrians [at Montenottel ; Paris, 4 Floréal, an 4 [23 Apr. 1796]. This letter, which is printed in Recueil des Actes du Directoire, ii, p. 211, is signed by Étienne François Louis Honoré] Le Tourneur, President, and [Joseph Jean] Lagarde, Secretary of the Directory. . 5. Papers relating to the French campaign in Egypt; 4 Complémentaire, an 6 [20 Sept. 1798]-3 Nivose, an 8 [24 Dec. 1799], and one n. d. The writers include É[tienne] Poussielgue, Administrateurgénéral des Finances de l'Égypte, and the following generals: A[uguste Frédéric Louis Viesse del Marmont [Duke of Ragusa 1808], [Charles Françoia Joseph] D[ugua], [Jean Louis] E[benezerl Reynier [afterwards Count]. With the exception of Marmont's letter of 16 Floréal, an 7 (f. 44), which is concerned with disturbances in Lower Egypt, the documents deal solely with matters of administration. Fr., etc. ff. 34-54.

The former, congratulating Ganteaume on his escape from the explosion of L'Orient at the Battle of the Nile (1-2 Aug.), is printed ibid., iv, p. 339 ; the latter orders the equipment of vessels to protect Alexandria from an English blockade. Letter from Napoléon Bonaparte, as First Consul, to [Louis Alexandre Berthier, Prince of Neuehâtel 1806 and of Wagram 1809], Minister of War, ordering the immediate despatch of troops to Flushing and the island of Walcheren and the preparation of those places for a state of siege; Paris, 10 Germinal, an 11 [31 Mar. 1803]. 9. Letter from [Major-General] John Moore [K.B. 14 Nov. 1804] to Major [afterwards Lieutenant-General Sir Hudson] Lowe, Corsican Regiment [Royal Corsican Rangers], Malta; Sandgate, 16 Apr. 1804. After referring to Lowe's mission to Portugal, Moore writes: "In our intercourse with Foreign States, we shall be outwitted by the French-which tho' the most profligate & wicked, seems to be the only Government in Europe that possesses much energy, or is directed by great talent-In England certainly, tho' we have had men of abilities, we have not, for many years, had a Great Statesman -at present our views do not extend beyond self defence, and to judge by the deficient manner in which this is executed, we may conclude our rulers wise who do not attempt more-fortunately the difficulties in the way of Invasion are innumerable, and, I suspect, so difficult to surmount, that I doubt if even Bonoparte [sic] will hazard an enterprize, where there is so little prospect of success." This letter is perhaps an answer to a long letter from Lowe, a copy of which is in Add. MS. 20162, f. 16.
