- The idea to establish the NLJ was first mooted in the 1960s by the Jamaica Library Association and other organisations. Influenced by such ideas, the government established the National Council on Libraries, Archives and Documentation Services of Jamaica in 1973 to advise on the planning and coordinating of library and archive services. In a 1977 report entitled Plan for a National Documentation, Information and Library System for Jamaica, the Council recommended, among others, that a national library should be established. Consequently, on the first day of April 1979, the NLJ was established under the amended Institute of Jamaica Act of 1978. The NLJ was set up with lending materials, assets and staffing of the West India Reference Library (WIRL), which previously belonged to the Institute of Jamaica. In 2003, the Jamaican government drafted legislation to confirm the autonomy of the NLJ by establishing the Library as a corporate body and allowing it to provide the legal framework to formalize its mandates and operations.
