The left hand rests on two books entitled - ‘‘Russell’s Collection of East India Acts and Charters’’ and ‘‘India Board Whitehall’’.

Francis Russell was the son of James Russell, of Earlsmin, in the County of Elgin. He studied law at Glasgow University, and later (1778) was admitted to Lincoln’s Inn. From 1763 until his death he held various posts under the Duchy of Lancaster, including those of Solicitor and Deputy Clerk of the Council. His special patron appears to have been Henry Dundas, whom he probably assisted in drafting the Bill of 1784, which established the India Board. Russell was then appointed Solicitor to the Board, and held the post for the remainder of his life. He was constantly consulted on legal points, compiled several reports now in the India Office Records, and helped to frame the India Act of 1793.
In that year he published ‘A short history of the East India Company ...’ (with)’ an abridgement of the New Act,’ and in 1794’ A collection of Statutes concerning the ... East India Company.’
