Inscribed: ‘Thomas Hickey 1801’ and on label on back of frame: ‘friend to Mr Cockburn’.
Black and white chalk on tinted paper; 24 by 19.5 cm, in original frame.

Josiah Webbe (1768-1804) Madras Civil Service. Writer 1783; Secretary to the Board of Revenue 1790; Secretary to the Madras Government 1797; First Secretary 1800; Resident at Mysore 1801; Resident at Nagpur 1803; Resident at the Court of Daulat Rao Sindhia 1805. Died November 1804 at Mussingabad on the banks of the Narbada.
Thomas Cockburn (b.1763) Madras Civil Service. Writer 1779; Senior Member of the Board of Revenue while Webbe was Secretary. Returned to England 1807.
