ff. 1r-1vTitle: אגרת מאת ראשי קהלת "טבריא" אל קהלות דרום רוסיה ("קירים" ו"קווקאז")Title: Igeret me-et rashe ḳehilat "Ṭeverya" el ḳehilot Derom Rusyah ("Ḳirim" ṿe-"Ḳaṿḳaz")The letter concerns raising donations for the institutions of Tiberias.
Mentions Rajasthan ראגיסתאן and Kyrgyzstan גורגיסתאן .
Numerous calligraphy signatures of Tiberian rabbis at the bottom, as well as two round stamps. The inscription on one of the stamps is hardly legible, the other stamp can be identified: 'Samuel Cohen Rabino Maggiore in Teberia - חיים שמואל הכהן ... חכם... בע"הק טבריא.
M. Gaster's note in his handlist:' Letter of acccreditation to messanger sent from Tiberian to Jewish communities of Kyrgistan, Degistan, and Caucasas, with all signatures of rabbis of Tiberias, of seals, unique document. Given to Haim Abulafya 1877 for the benefit of the Midrash of Abulafya.
