A laissez-passer granted to a Turkic man employed by Otani, a Japanese official undertaking a visit to Urumqi, possibly for an archaeological expedition. The Turkic man is named as Muhammad Ali Akhund, son of Ghiyas al-Din. The document asks that he be granted leave to travel to Urumqi with Otani, and then return to Kashgar.
The bifolio is stamped on its right-hand side with a large blue standard form, as well as a red seal of an official in seal script Chinese. The blue stamp is supplemented by one in black ink that is partially faded. The Chinese text is written in five lines enclosed within the blue stamp and supplemented by a signature (?) in red ink.
The Turkic text, a translation (?) of the Chinese, is written on the left of the bifolio, outside the blue stamp, in a court style of handwriting.
The laissez-passer is dated 光緒二十九年 (Guangxu 29) (1903 CE) according to the Chinese regnal system, a date repeated in the Turkic translation.
