This volume contains a treatise on polity in 12 fusul of which the first two deal with the idea of sovereignty among the Selcuk and Ottoman Turks. A terminus ante quem for the date of composition of the text is provided by the mention of the conquest of Egypt by Selim I.
The author (who may be the Salihi mentioned twice in a Persian poem on the Four Righteous Caliphs at the end of the manuscript) wrote another work describing the Umayyad Mosque in Damascus entitled Al-nūr al-lāmiᶜ fī mā yuᶜamalu bihi fī’l-Jāmiᶜ (النور اللامع في ما يعمل به في الجامع, f 34v). The name of his grandfather, Şemseddin İbn-i Izz el-Hanafi, a kadı, and some Arabic verses by him are quoted on f 40v.
The text contains a single unvan. Folio 66 has been bound upside down.
The manuscript was copied at Cairo in 967 AH (1559-60 CE) by Musa İbn-i İsa Samarkandi, who also transcribed the Persian poem.

The work contains a number of large seals throughout identifying it as being part of the endowment (vakıf) of eş-Şehit Ali Paşa.
A different stamp on f 1r identifies the work as being the property of Zu'l-Fukar Ağa of Babu's-Saadet under an inscription bearing the same information.
