- folios 1-15: papers on the question of the powers of the Indian Police to make arrests, summon witnesses and take evidence, Oct 1852-Sep 1859.
- folios 16-48: Memorial of Mootoo Koomar, District Deputy Collector of Belgaum, with related correspondence, Nov 1858-Sep 1859. The memorial is concerned with Mootoo Koomar's involvement in detecting the following plots against government in 1857 while holding the post of Foujdar at Belgaum: the plot involving Munshi Mahomed Hoosain; the mutinous designs of the 29th Regiment of Native Infantry; and the plot involving Chota Singh.
