This volume contains a work of counsel addressed to the Sultan that does not bear the name of its author. Babinger, basing his claim on the copy at Vienna, argues that the work was written by a Vezir of Sultan İbrahim (reigned 1640-48 CE) in the first year of his reign, when Derviş Mehmet Paşa was governor of Baghdad. In it, he offers advice and instruction to the Sultan on financial and political matters.
This manuscript was copied by Hüseyin İbn-i Ahmet el-Hatıp Galatavi in 1116 AH (1704-05 CE).
