This volume contains a berat in the name of the Ottoman Sultan Abdülmecit I. Its content is described in a later inscription in English in the top left corner as follows: ''Exequatur' of the 'Sublime Porte', granted by Sultan Abdul Medjid Khan - Padishah of the Ottomans, receiving Major Andrew Cathcart as H. B. Majesty's Consul for the Province of Albania including Epirus - Upper & Lower Albania and the Pashalic of Scodra (Scutari in Europe) and confirming all privileges and immunities contained in the ancient Treaties & 'Capitulations' dated in the year of the 'Hegira', 1237, A.D. - 1859.'
The verso of the berat is now blank, having been glued to a backing board which has been removed, but might have contained some annotation.
The text contains a tuğra in red, with an initial ornamental flourish below the tuğra in black, and the scribe's motif in black and gold in the lower left corner.
The actual date is evahir Zulhicce 1275 AH, corresponding to August 1859 CE.
