Compilation of government, administrative, notarial and journalistic documents produced in the city and in the region over the years that are available for consultation by the general public and serves as the repository of the city's documentary memory, it keeps files from the 19th century to the first half of the 20th century.
Compilacion de documentos gubernamentales, administrativos, notariales y periodísticos producidos en la ciudad y su área de influencia a través de los años que están disponibles para la consulta del publico en general y sirve como es el repositorio de la memoria documental de la ciudad, conserva documentos que datan desde la segunda mitad del siglo XIX hasta la primera mitad del siglo XX.
Extent: The Archive is made up of 6 documentary collections, as follows: Government: contains Manuscript, Laws of the Estado Soberano de Bolivar and Official Diary from 1833 to 2002 for a total of 30000 volumes; Mayor's Office: it has Agremeents, Deaths Registrations, Municipal Gazette, Annals of the Municipality, Acts of Possession, Contracts and Benefits, Construction Licenses, Payroll, Social Action Fund, Operating Licenses, Acts / Projects of Agreement and Plans of the National Monument Council from 1899 to 1989 for a total of 6000 volumes; Notaries: First Notary from 1790 to 1890, Second Notary from 1915 to 1985; Third Notary from 1932 to 1983;Notariy Protocols of Calamar from 1897 to 1977; Notary Protocols of Carmen de Bolivar from 1859 to 1865; Notary Protocols of other towns of Department of Bolivar from 1859 to 1965 for 497000 volumes. Custodial history: The notary protocols to digitalize were created and collected by the First Notary of Cartagena which was, before the appearance of other notaries, the only notary of the city from the colonial times. In 19th century the disposition of documents in notarial protocols was ordered as a fundamental component of the notarial file, through the Newest Compilation of July 15, 1805, compilation of castilian law that preserved its essence in that branch in the republican era. Only until 1852 was a revision of the notarial statute inherited from Spain made and it became law by the Senate and the House of Representatives of New Granada (now Colombia). Regarding notaries, this law says that their function is “receive and extend all the acts and contracts to which individuals and corporations want to give authenticity, to keep them, prove the date of their granting and issue copies and extracts of them that make full proof of the obligations and rights that arise from their content”.
