The Hubert Humphrey Institute of Public Affairs UK Programme (Humphrey Institute) was a separate entity to the US-UK Fulbright Commission, it was set up to forge new links in Anglo-American friendship and solidarity, by sharing the resources of the Institute in Minnesota with scholars and leaders of commerce, industry, and public service in Britain. The UK Programme was opened in London in November 1984, Polly Brown held the position of Director of Development from 1984-1988. The programme had been established through funds raised as a memorial to Senator Humphrey by his friends in the UK; James Callaghan MP, Sir Hector Laing, and Lord Sieff.
In order to save funds and improve the publicity and profile of the UK Programme the Commission took over administrative duties from 1988, this was due in part to Polly Brown connection to the Commission through her role as a Committee Member.

The Hubert Humphrey Institute (HHI) opened a UK Programme Office in London in Nov 1984, Polly Brown held the position of Director of Development [1984-1988] with the brief to direct the activities of the Institute's UK Programme which had been established through funds raised as a memorial to Hubert Humphrey by his friends in the UK; James Callaghan MP, Sir Hector Laing and Lord Sieff. The focus of the programme was primarily on creating opportunities for UK post-graduate students, professors, business and local leaders; to study, do research, teach, lecture, and visit the Institute on the campus of the University of Minnesota.
The Fulbright Commission took over the running of The HHI UK Programme in 1994 in order to increase the publicity of the programme alongside the programmes of the Commission and to save money on the administrative costs of running the UK Programme. Polly Brown had a connection with The Fulbright Commission as a Committee member for the Commission.
