An Arabic-language petition from the Ottoman Vilayet of Basra complaining of the state of municipal services and the general security situation in the region. The signatories state their commitment to the Ottoman Empire and its well-being before enunciating the various ills affecting the Vilayet, including banditry, corruption among the various civil servants, and the state of roads and transport.
The petition contains the names of 224 signatories, 223 of whom have also provided their seals. Each of the seals is accompanied by a handwritten description of the signatory, found above the seal. 221 seals are in Arabic, while the remaining two are in Hebrew: one for Shantub Elihu/Elihi; and one for Chai Yusuf Senyor, the latter containing the date 1870. The former also bears the Latin initials IAS, while the latter contains ISI. The one signatory without a seal has written his name in Armenian script (Horapedyan?).
An Ottoman Turkish addition in a different hand is found at the top-left corner of the document.
