An Ottoman administrative document addressed to Huzur-i Sami (?) Cenab Vilayetpenahi and dated 9 Mart 1317 of the Rumi calendar (9 March 1900). The document relates previous petitions made to the Aziziye Regency (?).
The verso contains further explanation of the petition in a different hand and providing the response/decision of the official, along with a round seal in purple ink, dated 12 Şubat 1317 of the Rumi Calendar (12 February 1901). An inscription in a different hand in siyaqat script is located in the top-right corner of the verso.
The document also contains two Ottoman postage stamps, one for one Piastre (purple) and another for one Kuruş (orange), and is signed and sealed by Taha El-Seyyit Kemaluddin, dated 1317 AH.
