An Ottoman administrative document addressed to Huzur Rasım Sufur (?) Hazret Vilayetpenahi.
A petition sent from the Jewish community of the Qız Ali Mahalle, Eliahi Yusuf, regarding a dispute with another individual in Basra. A decision on the matter is included on the verso, with various certifications from other officials.
The petition is dated 10 Şubat 1317 Rumi calendar (10 February 1901) and contains two Ottoman stamps, one for 1 Piastre (purple) and one for 1 Kuruş (orange), as well as the seal of Eliahi Yusuf, on the recto. The verso contains a seal in purple ink that is too faded to read the entire text. It contains the date 1309 (Rumi?), as well as the word Meclisi.
