A report about a bandit (eşkiya) in the Hin (?) Region and the resulting theft of property, as well as complaints about security on some routes in the region.
The complaint contains two stamps - one 1 Piastre (purple) and one 1 Kuruş (mauve) - each of which has been overwritten with a date and location (Imam Taha Mahallesinde) and a name (?, Sākih ᵓummar?). These are in turn sealed with a faint seal bearing the name ᵓabd al-Hādī and a date, 1321 AH (?; 1903).
An inscription in red ink bears the name Rīm Waᵓaz and what might be a title, along with a date, possibly 24 Temmuz 1322 (24 July 1906).
The top righthand corner of the document is missing, along with the title of the addressee.
