A collection of complaints or petitions relating to expenditures, including two addressed envelopes. Both envelopes (ff. 3 and 8) are addressed to Huzur-i Sami Hazret-i Vilayetpenahi. Folio 3v also bears an inked cancellation (?) stamp in both Ottoman Turkish and French with the words Kiout-ul-Amara / Kūt al-ᶜamārah and 22-6-1908 / 14-4-09, and the seals of the Kaza of Kūt al-ᶜamārah Kaymakamlığı and Baharat (?) Fehmi.
Folio 1 is an letter of complaint regarding the expenditures associated with the running of administrative services in the Kaza of Kūt al-ᶜimārah, particularly the costs associated with the recording and documentation of said services. It is signed by eight different officials, six of whom have provided their seals. It also contains the signature and seal of the Evrak Müdüriyeti in Baghdad and a further faded seal from another administrative office in Baghdad. The reply (?) to the complaint can be found on f. 1v, along with a faded seal. The original letter is dates 9 Haziran 1324, and the reply contains the date 2 Temmuz 1324.

Folio 2r contains rough estimates of the numbers of cases dealt with in various localities within the Kaza, broken down according to the type of case for the year ending 1315 (?). The signatures and seals of those attesting to the listing of practitioners is found on f. 4v. These appear to be the same individuals as those who signed the original complaint. Their letter is dated 9 Haziran 1324.
Folio 5r contains the printed heading of the Kaza of Kūt al-ᶜamārah Kaymakamlığı. It is a further complaint about the costs involved in the administration of the 324 year-old Kaza of Kūt al-ᶜamārah, this time signed and sealed by Mumtaz Mehmet Defterizade, dated 12 Rebiüssani 1326 / 1(5) Mayus 1324 (15 May 1908). Below this is a supporting statement dated 20 Mayus 1324 and sealed by the Kaza of Kūt al-ᶜamārah Kaymakamlığı.
Folio 6 contains similar statistics to those found on f. 2, accounting for the numbers of cases dealt with as of 1319 in the various localities in the Kaza, broken down according to case types. The letter is dated 24 (A?) 1324 and is sealed by the Tal'at-i Mal Müdiri (?). A further supporting statement is found on f. 6v that contains the signatures of eight individuals, six of whom have provided their seals. Only five seals match those on f. 1r :
