A report on sheep duties to be collected for the Mandali (Mendelî) Kazası region among various tribes settled about the Tigris addressed to Huzur-i Sami Hazret-i Vilayetpenahi. It makes specific mention of the individuals Farhan Helil, Mancal, Hubûl, Acemi, Thabīt, Jāsim al-Dawḥi, Şindûx and Ghāfil. The composer of the letter complains of the difficult of collecting specific sums for sheep raised in the specified area.
The complaint is dated 21 Nisan 1312 (21 April 1894) and has a single 1 Kuruş stamp (brown).
Folio 1v contains a recommendation on further action before a final conclusion is reached, dated 28 Nisan 1312 and sealed with a partial seal from the Accounting (Muhasebe?) Department in the Vilayet of Baghdad.
Below this is a further instruction from the Müdir-i Mal of the Kaza of Badrah, dated 19 Mayus 1312 and partially sealed.
At the bottom of f. 1v is a final instruction, dated 9 Haziran 1312, from a different Vilayet organization, partially sealed with a faded stamp.
