A petition regarding a request for the Meclis-i Idare's extension or amendment (?) of certain rights afforded the petitioner by the police administration of the Vilayet of Baghdad upon obtaining a travel visa in Tişrin-i Evvel 1302 (October 1885).
The petition is dated 17 Tişrin-i Evvel 1306 (17 October 1889) and includes a 1-2 Piastre stamp (turquoise) along with the seal of Mehmet Vefik 1300.
Folio 1v contains an annotation of receipt that is partially effaced, dated 17 Tişrin-i Evvel 1306.
