The International Directory appears to have been the brainchild of Eila Campbell. Though the various editions had different editors, she was heavily involved throughout. Work on the first edition began in 1973, with an approach to all those who had attended the second, third, fourth or fifth International Conferences on the History of Cartography (1967-73). This edition was published in 1975 (though dated '1974' on its title page). Later editions were published as follows: second, 1976; third, 1981; fourth, 1983; fifth, 1985; sixth, 1989. The various editions are often referred to for convenience as 'D1', 'D2' etc. Edition 'D7', planned for 1991, was published in 1992 by Map Collector Publications Ltd under the title Who's Who in the History of Cartography. An International Directory of Current Research in the History of Cartography.

In 1994, the remaining funds were transferred to Map Collector Publications Ltd, and publication continued. Correspondence about this can be found in MSS 83 and 100.

Eila Campbell's papers relate to D2-D6, with a few papers on D7. Most fall within the period 1982-88, i.e. D4-D6. They also include minutes of meetings of the History of Cartography Publications Society, a registered charity set up by Eila Campbell and Peter Clark to facilitate the publication of the Directory.
