(1) Edward Willes, Bishop of St David's and (1743) of Bath and Wells, 1720 (Vol. I, ff. 15-16b);-(2) Francis Willes (knt. 1784), both as Under- Secretary of State 1772-1775, and as Decipherer (Vol. II, passim);-
(3) Francis Willes, junior, 1825-1844 (Vol. III, ff. 30-54b). In Vol. III (ff. 1-10b) are numbered intelligence reports, in cipher with some deciphering, from Vienna, circ. 1811, some endorsed 'John Simpson', but perhaps originating from George Galway Mills (see his letter to Simpson, 1811, probably in the same series, with a key to the cipher, in Add. MS. 32257, f. 214).
