WINDHAM PAPERS. Vols. XIV.-XXXI. Correspondence of W. Windham with French Royalists; 1792-1810. The letters are infrequent till 1794, when (11 July) Windham became Secretary at War. He had for some time been regarded as the inheritor of Burke's antirevolutionary policy, and as the spokesman of that policy in Parliament. The management of the negotiations with the émigrés was now put into his hands, and the correspondence (most full in 1795, the year of the Quiberon Bay Expedition) throws much light on the movements of the Royalist forces in Brittany and La Vendée. It consists chiefly of letters from the royalist chiefs and agents, the Comte de Puisaye, Georges Cadoudal, the Prince de Bouillon, Tinténiac, etc., and contains also many personal narratives of events, reports of missions, plans of campaign, etc. The collection supplements the papers of the Comte de Puisaye in Add. MSS. 7972-8088, which cover the same period. The names of writers are given in the Index. Eighteen volumes.
