The review of 'A' proceedings in 1947 began in Simla with the records for 1885 and 1887. Because the time available for the review was drastically shortened, ‘A’ proceedings work was rapidly abandoned, on the grounds that the records were not secret and that copies of the proceedings (though not of the office notes) in each case were already available in London (see IOR/P). This set of records therefore comprises two groups of proceedings for 1885 and 1887, and two isolated cases from 1915.
By comparing these records with the fuller set of proceedings originally sent back to London (IOR/P/2583-2687 and IOR/Z/P/1379 for 1885, and P/3037-3040 and Z/P/1381 for 1887), it is possible to deduce something about the operation in 1947 of the Political Department review criteria.
