- The purpose and scope of the various provincial reports listed here was originally defined in two Despatches to India issued by the Secretary of State - Reforms No 1 of 17 March 1937 and Reforms No 3 of 25 March 1937 (see IOR/L/PJ/8/581 and IOR/L/PO/45 ff.393-96). It was felt that with the coming into force of the provisions of the 1935 Government of India Act relating to provincial autonomy, both the Secretary of State and the Viceroy should be kept regularly informed of the trend of events - political, economic and administrative - in each province. This was to be done primarily by confidential fortnightly reports from the Governors, including their personal views on current developments, accompanied by purely factual fortnightly reports prepared by their Chief Secretaries. Copies of these two types of reports, addressed to the Viceroy, were forwarded to the India Office from all Governors' provinces between 1937 and 1947. The India Office Record's holdings, which appear to be complete, are listed below at IOR/L/PJ/5/128-276. The reports from Chief Commissioners' provinces (IOR/L/PJ/5/277-288) are slightly different. In the first place only one type of fortnightly report was received by the India Office from these provinces. Signed by the Chief Commissioner and addressed to the Secretary of the Government of India Home Department, this report resembled the factual reviews issued by the Chief Secretaries in the Governors' provinces rather than the more personal reports of the Governors. Secondly, the India Office Records' holdings of reports from the Chief Commissioners of Delhi, Ajmer and Coorg begin in May 1941 while those for Baluchistan only start in 1944, though there is evidence that the latter were in fact received at the India Office as early as 1941. No reports from Panth Piploda or the Andamans are included below, but reports from the Andamans for 1941 only can be found in a separate Political Department Collection, IOR/L/PJ/8/485.

Alternative printed copies of Governors' fortnightly reports - but not those of Chief Secretaries or Chief Commissioners - are located in IOR: R/3/1 and in the Linlithgow Collection of private papers deposited in the India Office Records, (MSS EUR/ F.125.) Original copies of the Bengal Governors' and Chief Secretaries' reports, formerly kept in the office of the Governor's Private Secretary, are also available in IOR: R/3/2.
