- Prior to 1781, the expense of sending King's troops to India was borne by the public. In that year provision was included in the Act 20 Geo III, cap 65 by which the East India Company agreed to make a contribution of two lakhs of rupees for each regiment of 1,000 men sent to India at its request. From 1793, under the provisions of the Act 33, Geo III, cap 52, all the expenses in India of home troops were born by the Company. From at least as early as 1824, the Company agreed to make some contribution towards the initial training in England of troops who later went to India, including the cost of their pay, allowances, food, fuel and light, clothing and equipment. This was a lump sum for each soldier and was based on average numerical strengths. This account later became known as the Capitation Account and after a long life during which it was investigated by several Committees of representatives of both Governments, it terminated at the outbreak of the 1939-45 War.
