- Under sections 5-13 of the 1873 Act the Secretary of State for India was authorised to offer in exchange to holders of East India Stock any Government of India Stock at his disposal. All holders were asked to assent to a commutation for either 3% Annuities or India 4% stock. Those who did not assent to such an exchange were to receive £200 sterling for each £100 of East India Stock held.
