- This sub-series contains the returned questionnaires from officials, non-officials and associations who furnished written answers to the interrogatories at the request of the Royal Commission, but who were not orally examined.[See Q/2/3/1-281 for voluntary submissions] There were two types of questionnaires: 'A' and 'B'. 'A' questionnaires were intended for the Local Government and the official witnesses, and 'B' questionnaires were intended for such non-official societies and associations and individuals as desired to tender written statements to the Commission. 'A' questionnaires consisted of 137 questions on the Indian Civil Service and 47 questions on the Provincial Civil Service. The questions were arranged under the following headings: 1.Methods of Recruitment [(a) General, (b) Age Limits, (c) Subjects of Examination, (d) Statutory Regulations, (e) Mixed Commissions, (f) Listed Posts, &c.]; 2.Systems of Training and Probation [(a) Probation, (b) Training]; 3.Conditions of Service; 4.Conditions of Salary; 5.Conditions of Leave; 6.Conditions of Pension; and 7.General. 'B' questionnaires were shorter than 'A', consisiting of 65 questions in total covering the seven subject headings above. Few of the respondents completed the whole questionnaire, most simply answered the questions they felt most qualified to answer. A few respondents included a covering letter and additional material which they wished the Commission to have. Not all of the items are the original questionnaires, but are instead spare typed copies intended for distribution to Commission members.
