WELLESLEY PAPERS. Vols. XVIII.-XXI. Correspondence and papers relating to foreign affairs, chiefly during the time (Dec. 1809-Feb. 1812) when the Marquis Wellesley was Foreign Secretary; 1793-1840. Four volumes. Among the subjects treated are: (a) the progress of the war in the Peninsula;-(b) the expedition of Capt. George Cockburn to Quiberon Bay in 1810 to attempt the release of Ferdinand IV. of Spain, imprisoned in the castle of Valençay;-(c) the capture from the French of the Île de France and Île Bourbon in the Indian Ocean, and the establishment of government there, 1809-1810;-(d) the embassy of Lord Strangford at Rio Janeiro, whither the Portuguese court had retired in 1807;-and (e) the disputes with the United States concerning commerce as affected by the war between Great Britain and France, 1810-1811. Among the papers of later date contained in Vol. IV. are:-(a) Extract from the Diary of Rear-Adm. Sir George Cockburn, 6 Aug.-22 Oct. 1815, when conveying Napoleon to St. Helena on board the "Northumberland." f. 72;-
(b) "Memorandum of a conference between the Prince de Polignac and Mr. Canning" respecting Spanish America, 9-12 Oct. 1823. f. 135;-(c) Memorandum of the conference of Canning with the Greek Deputies on English intervention or protection in the War of Independence, 29 Sept. 1825, with copies of correspondence, 30 June-Oct. ff. 146-184;-and (d) Draft Instructions to Stratford Canning on his second mission to Turkey, for the pacification of Greece, etc., 12 Oct. 1825. f. 185.
