- The Gwadar files are arranged by file and part number, in which, for example, the reference 22/16 I is composed of the subject reference 22 (Gwadar), the file number 16 and the part number I. The references of the surviving files: 22/16 I, 22/16 II, 22/16 III, and 22/29 show the likely gaps in the series. Numbers in brackets after the reference show that the file also formed part of the 'Confidential' series held at the Residency in Bushire, in which A stands for Muscat.

The port of Gwadar was a possession of the Sultan of Muscat from 1783 to 1958. The Sultan exercised control by means of a wali, or governor. An agent appointed by the India Office represented British interests in Gwadar. The territory passed from the control of Oman to the government of Pakistan by purchase in 1958.
