(3) pp. 27-57, Proposals from Jonathan Duncan, Resident at Benares, to Lord Cornwallis 1st Jan. 1792 for the establishment of a Hindu College at Benares and other Papers 25th Nov. 1790 to 1st Dec. 1791. (4) pp. 59-236, Proposals, 18th Aug. 1800 (printed in Martin's Despatches; see also College of Fort William in Bengal, 1805), of Marquis Wellesley for a College at Fort William to train Junior Civil Servants. This had become necessary owing to the necessity of employing unlicensed persons, with whose characters and connections the Directors were unacquainted, to fill important posts to the disadvantage of the Covenanted Servants, the latter not being qualified to discharge their particular duties, see pp. 185-92, Court's Letter to Bengal 11th June 1800, and, pp. 193-236, Hastings' opinion and Letter to Court 18th Oct. 1801. The Regulation (1800) for the foundation of the College is printed in the Asiatic Annual Register, Vol. 2, p. 104. Other Papers are printed in subsequent volumes of the same. (5) pp. 237-56, Proposals to abolish the College at Fort William, Correspondence between the Hon. William Brodrick and William Ramsay 6th to 27th Jan. 1802. (6) p. 259, Court to Madras 12th March 1802, Calling for proposals to train their own Junior Civil Servants. Brodrick to Court 22nd June 1803, Proposes to continue the College at Fort William, Correspondence between the Court of Directors and the Board of Control arising from this proposal as to the relative rights of the Board and the Court of Directors. (9) pp. 557-60, Jacob Bosanquet (Chairman) to Lord Castlereagh 29th July 1803, requesting him to postpone bringing the dispute with the Board before Parliament until legal advice has been taken, Lord Castlereagh agrees 31st July 1803.
