The volume contains correspondence relating to forty-four manumission cases heard at the Political Agency in Bahrain. The correspondence within each case follows a similar pattern. In each case the Agency (then under the charge of Major Clive Daly) sent a covering letter to the Resident, which stated the slave’s name, apparent origins and language, along with a copy of the manumission statement. The manumission statements gave a brief outline of the slave’s life to date: where he or she was born, to whom they were sold, where they worked and the manner of the work, and the conditions that compelled them to abscond to the Political Agency in Bahrain.
In the majority of cases, the decision to manumit was a straightforward process, based on the Guidelines for Manumission issued in 1913 [IOR/R/15/1/234]. In a small number of instances, the decision to manumit was more complex, for example when the slave was a pearl diver who was indebted to his diving master, or slaves originating from Kuwait, with whom there was no treaty or slave trade agreement.

The correspondence relating to each manumission request is grouped together, with a handwritten cover sheet for each. The cases are arranged chronologically, with the earliest at the front of the volume and the latest at the end. At the front of the volume is a handwritten index, which lists all the cases enclosed in the volume. Each case is individually numbered. Cases 1 to 6 and 46 appear to have been removed from the volume after its compilation, although the cover sheet for case 1 survives. Cases 7 to 45 are included in the volume. There are five unnumbered manumission cases included between cases 12 and 13, and 15 and 16.

The Political Agent at Bahrain had to defer all decisions on manumission requests made by slaves in Bahrain to the Political Resident in Bushire. The volume comprises correspondence sent by the Political Agency at Bahrain (under the leadership of Major Clive Daly at this time) to the Persian Gulf Political Residency at Bushire, including manumission statements. Decisions to grant manumission were dictated by the slave's statement, their physical condition, and the Residency's own manumission guidelines, first issued by the Political Resident Percy Cox at Bushire in 1913 [ref: IOR/R/15/1/234].
