‘5/190 VI – Manumission of Slaves at Muscat’

The volume contains correspondence relating to twenty-six manumission cases. Although the volume is described in its title as being cases from the Political Agency in Muscat, cases 25 and 26 involve manumission cases heard by the Residency Agent at Sharjah.
The cases are straightforward in nature: The Political Agent Muscat (numerous incumbents) sent each slave’s manumission statement to the Political Residency. Correspondence between the Political Resident and the Political Agent in Muscat usually related to determining whether the case had been resolved or not. This usually occurred when a period of three or more months had elapsed between the sending of the manumission statement, and no further news of whether manumission has been granted. This was frequently the case when the Political Agent Muscat was required to make enquiries with other Agents (in Bahrain, Sharjah) on the authenticity of a slave’s statement. In most cases, the Political Agent Muscat informed the Political Residency that the slave had been issued a manumission certificate. In some of the manumission statements, and in statements taken from other witnesses or those involved in incidents, accounts of slave trading, kidnap and abduction were recounted. In some cases where a slave had absconded from the Trucial Coast, a report from the Residency Agent Sharjah was requested and enclosed.

Foliation: The volume has been foliated with a small circled number in the top-right corner of each recto. This foliation system runs from the front cover of the volume to the last folio. An earlier foliation system has been used on each manumission case in the volume, and is expressed as page x of subject y, written in pencil in the top-right corner of each recto.
Condition: There is some insect damage to pages, not sufficient to affect legibility.

The volume has been arranged in chronological order, with the earliest manumission subject at the beginning of the book, and the latest at the end. At the front of the book (ff.2-3) is a handwritten index listing all manumission subjects contained within. The manumission subjects are numbered 1 through to 26. Each manumission case has a title cover sheet. Some cases have pages of office notes at the end. The numbering and ordering of the cases becomes confused at the end of the file, with two cases each numbered 25 and 26 being present.

The file covers a period when the procedure for assessing and administering manumission cases in the Persian Gulf changed. Manumission cases assessed by the Political Residency prior to August 1938 were considered according to the 1913 Manumission Guidelines, drawn up by former Political Resident of the Persian Gulf Percy Cox. Cases heard after August 1913 were considered according to revised manumission guidelines, issued by the Political Residency in that month.
Prior to August 1938, the Political Resident retained final say on all cases received from Muscat, usually agreeing to the Political Agent Muscat's recommendation on the matter. In correspondence relating to cases heard after Aug 1938, it appears that the Political Agent Muscat made the decision on each case, sending correspondence to the Political Residency for reference/filing purposes only. The Political Resident in August 1938 was Lt-Col Trenchard C. Fowle. The correspondence likely reflects the shift in responsibilities for matters on the Arab Coast from Bushire to Bahrain.
