The file contains correspondence mainly between Percy Gordon Loch, Political Agent, Bahrain, and Charles Dalrymple Belgrave, Adviser to the Bahrain Government. Other correspondents include Trenchard Craven Fowle, Political Resident Persian Gulf; and Sheikh Ḥamad bin ‘Īsá Āl Khalīfah.
