The file contains correspondence between the Political Agent at Bahrain, the Political Resident in the Persian Gulf at Bushire, the Adviser to the Bahrain Government, the Eastern Bank Limited, on the subject of smuggling of various goods and commodities. These include:
- import of unlicensed tea for internal use from India into Bahrain. The tea was then sold to Persian nakhudas who smuggled it into Persia (some of the tea was also smuggled into Kuwait and Iraq);
- smuggling of silk from Kuwait to Dubai and then via dhows into India, and prosecution of the merchants responsible;
- smuggling of gold to Syria from India via Kuwait and Iraq;
- smuggling of gold sovereigns and guineas from India to Bahrain, and prosecution of the merchants responsible;
- shipping of sovereigns to Iraq by the Eastern Bank Limited;
- import of counterfeit Government of India silver coins (rupees) from the Persian Gulf.
There is a letter in Arabic from a Kuwaiti merchant in the volume, with English translation.
