The file discusses the Bahrain Order in Council 1913 which owing to the First World War and other factors was not introduced formally in Bahrain until 1919. The file comprises reports written by the Political Agent at Bahrain (Clive Kirkpatrick Daly) in 1921 and 1922 regarding its implementation and includes statements on the number of criminal and civil cases being brought under the Order.
Also included in the file are instructions from the Foreign and Political Department of the Government of India regarding the requirement to exhibit and publish Orders in Councils and amendments to them, in affected countries prior to their formal publication by the Foreign Office.
