The file contains correspondence and other papers related to nearly forty manumission applications heard at the Bahrain Political Agency. Of these applications, thirty-six involve new manumission applications, while another two are requests for replacement manumission certificates that have been lost.
In those cases relating to the escape of slaves from the towns of the Trucial Coast (primarily Dubai and Ra’s al-Khaymah), staff at the Bahrain Agency wrote to the Residency Agent at Sharjah to verify the slave’s statement. In turn, the Sharjah Agent replied with information on the validity of the slave’s statement. In all these cases, manumission statements were issued. Many applications have office notes, under which the paperwork and final manumission decision was recorded by Agency staff.

The manumission applications (referred to as cases) are arranged in a chronological order, from the earliest at the front of the file, to the latest at the end. There is an index to the cases on ff 2-3, which lists the names of the slaves involved in each case. Each case has its own title cover sheet. The is no consistent arrangement of papers under each case, and there are numerous examples of misfiled papers, or cases missing papers. Offices notes are included with most of the cases.
