The file contains correspondence and other papers relating to around forty manumission applications heard at the Bahrain Political Agency. All slaves were owned by residents of, or originated from, the towns of the Trucial Coast, primarily Dubai. The correspondence for most of the cases includes a manumission statement, taken down from the slave, and correspondence between Agency staff and the Residency Agent at Sharjah, in order to verify the slave’s statement. Agency staff issued manumission certificates in all cases, irrespective of the Residency Agent’s response.

The correspondence and other papers in the file are arranged by manumission applications (cases). The cases themselves are not arranged in strict chronological order. There is an index page of eleven cases (showing each applicant slave's name) on f.2. Most of these cases have their own title cover sheet. There are office notes included in each case; usually appearing after the case correspondence. Numerous extra manumission applications appear in the file that are not listed on the index page, implying that the applications were added to the file on an ad hoc basis while the file remained open, but were not added to the index.
