The file contains correspondence and other papers related to over thirty manumission applications heard at the Political Agency in Bahrain. The manumission statements for each slave are included in the file, along with related follow-up correspondence exchanged between the Bahrain Agency and other British officials (including the Adviser the Government of Bahrain, Charles Dalrymple Belgrave, and the Residency Agent in Sharjah). All of the manumission cases included in the file are straightforward in nature. Some applications were made by previously manumitted slaves who required a new manumission certificate (for example, where their owners had destroyed their certificate). Other slaves had travelled from the Trucial Coast for hospital treatment, and taken advantage of the close proximity of the Agency to claim manumission. The slaves requesting manumission came from a wide variety of places in the Gulf, including Bahrain, Qatar, Muscat, the Trucial and Batinah Coasts, Basra, and Al Jubail in Saudi Arabia.

- Foliation: The main foliation system runs from the front cover to the inside back cover, and uses small circled numbers in the top-right corner of each recto page. A number of incomplete (original) foliation sequences are present, which have been used to separately number each section (or case) into which the file is divided; these numbers are written in pencil, but are not circled and can be found in the same position as the main sequence. These sequences are referred to in the office notes at the end of each case.

The file has been arranged into a number of manumission applications (or cases), which are listed in an index at the front of the file (f.2) with the names of the slaves involved. The cases have been arranged in chronological order, from the earliest case at the front of the file, to the latest at the end. There is a significant chronological gap (1943-1950) between the last two cases in file. There are office notes at the end of each case, which move to the front of some cases from 1940 onwards.
The arrangement of papers in cases from 1942/43 is somewhat haphazard, with no case title sheets and office notes included. This is probably a result of paper shortages in Bahrain during the Second World War.
