The file contains correspondence in the form of letters, memoranda, petitions and proclamations. A few issues are raised in the correspondence including cases of robbery, alcohol production, complaints by locals against the police for illegally detaining them in the police lock-up, and complaints against other government officials. The file also includes correspondence relating to the necessity of issuing search warrants before searching houses of foreign subjects in Bahrain.
The main correspondence is between the Political Agency, Bahrain, the Adviser to the Government of Bahrain (Charles Dalrymple Belgrave), and the Commandant of State Police, Bahrain.
The file’s core correspondence covers the period December 1931 to November 1950. The earlier start date given for the file is a result of correspondence included in two proclamations; these are dated February- March 1926, and issued by the Government of Bahrain and are in connection with the Commandant of State Police (ff 27-28).

- Foliation: the main foliation sequence (used for referencing) commences at the front cover with 1 and terminates at the inside back cover with 83; these numbers are written in pencil, are circled, and are located in the top right corner of the recto side of each folio. An additional foliation sequence is also present in parallel between ff 3-68; these numbers are also written in pencil, but are not circled. The back cover has been re-foliated from 103 to 83 and the previous number crossed out; this is in consequence of the file notes (formerly f 83 and ff 84- 102) being removed to IOR/R/15/2/1899 and IOR/R/15/2/1900 respectively.

The papers are arranged in approximate chronological order from the front to the rear of the file. Folios 71-82 are file notes. Originally the file contained file notes (formerly f 83 and ff 84-102), which have been moved to file IOR/R/15/2/1899 ('File No. E/6 V. O. Correspondence regarding the Senior and the Junior Joint Courts') and file IOR/R/15/2/1900 ('File No. E/6 Vol. II Correspondence re Senior Joint Court') respectively, as part of the cataloguing process.
