This file contains correspondence between British officials in Baghdad and Kuwait concerning the conditions of Kuwaiti pearl divers. The correspondence is related to a proposal for Kuwaitis to be employed as boat pilots on the Shatt al-Arab waterway that was made by the British Embassy in Baghdad in October 1934 (folios 2-14).
The file also contains two unrelated pieces of correspondence concerning an idea to allow the use of modern pearl diving equipment by 'local Arabs' that was suggested by the Political Resident, Lieutenant-Colonel William Rupert Hay, in February 1947 (folios 15-17).
