- Scope & Content:
- The file contains correspondence between officials of the Foreign Office, War Office, India Office, and other diplomatic and administrative staff, and from the Turkish [Ottoman] Ambassador to Great Britain. It concerns proposals, subsequently suspended, for the appointment of British officers to organise and command the Turkish gendarmerie in vilayets [provinces] in eastern and north-eastern Anatolia, particularly those with significant Armenian minority populations. Discussion largely concerns: the positions of other foreign countries, particularly France and Russia, on administrative reform in Turkey [Ottoman Empire]; Russian opposition to British officers operating in vilayets bordering Russia; and the terms of service for and recruitment of officers, including copies of the applications submitted by several applicants.
Some of the diplomatic correspondence in this file is written in French.
